Russian address registration is a migration filing, not an EU-style domicile choice you make alone at a town hall. Locals still say "propiska" in conversation, but the legal labels you will see are migration registration at the place of stay and registration at the place of residence for people who already hold RVP (temporary residence) or VNZh (permanent residence).
Who files, and how fast?
For most short-stay and visa categories, the host (принимающая сторона) files the arrival notification. Hotels and hostels usually do this on check-in and often return a stamped tear-off slip the same day or the next working day. Private landlords, employers, or other hosts file through an MVD migration desk, an MFC (многофункциональный центр, multifunctional public-services centre), post, or increasingly through Gosuslugi when the host's account supports the service.
A common pattern for many categories is seven working days from arrival at the place of stay, with shorter hotel timelines and longer windows for some bilateral or specialised statuses. Confirm the current MVD rule for your nationality and status rather than copying a friend's countdown. High-skilled specialist routes, EAEU citizens, and other carve-outs can differ. Keep the stamped notification slip with your passport and migration card; banks and employers ask for it constantly in Moscow and Saint Petersburg.
After you receive RVP or VNZh through apply-residence-permit-russia, you normally move from place-of-stay accounting to place-of-residence registration for the address where you actually live. That step still runs through MVD channels and has its own short filing window after the permit is issued.
How is this different from EU domicile?
Migration registration proves where you are staying for Russian migration control. It is not the same as registering domicile for EU free-movement rights, Belgian commune enrolment, or a Japanese juminhyo household record. Changing flats in where-to-live-in-russia usually means a new notification when you actually move, not a casual app update.
Gosuslugi can let a host submit or confirm arrival data without standing in an MVD queue when both sides have working accounts. That does not remove the need for a lawful host and premises. If you are still building a verified portal login, see set-up-gosuslugi-russia. Address proof then feeds bank onboarding in open-bank-account-russia.
Choosing a base in living-in-saint-petersburg or elsewhere also chooses which territorial migration office and MFC network you will deal with. Regional practice on appointments and Russian-only counters varies even when the federal rule is shared.
Common misconceptions
You usually cannot "self-register" as if the foreigner alone owns the process. The host files; you keep the slip and stay reachable.
Calling everything propiska also hides the stay-versus-residence split. Visa guests and RVP or VNZh holders are not always on the same form of address record.
Summary
Arrange a host who will file migration registration on time, keep the stamped slip with your passport, and upgrade to place-of-residence registration once RVP or VNZh is issued. Treat Gosuslugi as a filing channel, not a substitute for a real address and willing host.
Deadlines and exceptions change by status. Check current MVD and Gosuslugi instructions for your category before you count working days or book intercity travel around an unregistered address.
