Croatian address registration is a police-administration task, not a café WhatsApp promise. Without a clean boravište trail, banks, insurers, and residence renewals stall even if your Zagreb flat is perfect.
Who registers what, and how fast?
For short-term stays, the accommodation provider normally registers guests through e-Visitor or notifies the local police, often within one day of arrival under rules summarised by MVEP. If the host cannot register you, third-country nationals may need to self-notify within two days of entry or of an accommodation change.
Long-term movers on temporary stay register or update boravište at the MUP administrative office nearest the new address. Ask for the foreigners desk (šalter za strance / državljanstvo i stranci). Citizens and some settled residents also use prebivalište language for permanent address concepts; temporary-stay foreigners usually live in the boravište lane for day-to-day admin. When you move flats, re-register quickly (commonly within about three days under guidance used by long-term residents) so your card and files match reality.
What documents should you bring?
Bring passport, any residence decision or application receipts you hold, and housing proof: a lease, ownership extract, or written owner consent. Landlords who refuse registration consent are a deal-breaker for serious stays, not a detail to fix later. Photograph every page you submit.
EU citizens settling past short free-movement windows still complete registration steps at the competent police administration as part of longer stay. Non-EU temporary-stay holders treat address proof as part of the same MUP ecosystem as the permit itself: Apply for a residence permit. Keep OIB details ready when forms ask: Get an OIB.
Why does registration unlock the rest of the move?
Banks often want a Croatian address story before they approve standing orders: Open a bank account. Health-insurance enrolment and utility contracts also lean on registered stay. Missing the short-stay notification window can mean fines; missing a long-term change can freeze renewals.
Budget temporary housing while you search a declaration-ready lease in Zagreb or on the coast: Monthly budget and Zagreb cost of living. Social life can wait one afternoon for the MUP queue: Social life.
Common misconceptions
Assuming the hotel did everything forever fails. Tourist e-Visitor registration is not the same as long-term boravište for a residence card life.
Assuming a verbal landlord promise equals consent also fails. Bring written housing proof the desk will accept.
Summary
Let hosts handle e-Visitor when you are a short guest, and file boravište yourself at MUP when you settle. Carry passport plus lease or owner consent, re-register when you move, and treat the confirmation as a foundation document for banking and renewals.
