How do you convert a foreign driving licence in Finland in 2026?

You may drive in Finland on a valid EU/EEA licence for the period of its validity, subject to Finnish health and age rules for the categories you hold. Traficom says you must exchange it for a Finnish licence at the latest when it is about to expire. The exchange precondition is permanent residence in Finland, or studies in Finland that have lasted at least six months.

Book an Ajovarma appointment (the service provider authorised by Traficom), bring passport or other official ID, the licence you are replacing, and any medical certificate or photos Traficom currently requires for your case. Ajovarma can issue a temporary licence while the Finnish card is produced. Traficom groups non-EU/EEA licences. Contracting States and comparable states have a multi-year use window after you move permanently, then an exchange path that can include medical certificates and, in some situations, theory and practical tests. Other recognised countries have a shorter use window after population registration (including temporary address) and usually need examination steps after Traficom processes the exchange application. If the issuing country is not recognised for driving in Finland, the foreign licence does not give you a right to drive here.

Do not invent which countries sit in which group from memory. Open Traficom’s exchange page, find your issuing country in the current group lists, and follow that branch’s document list. Bring an official Finnish, Swedish, or English translation when Traficom requires one. Processing for Traficom decisions can take months on some paths; start well before your use window ends.
