How do you convert a driving licence in Hong Kong in 2026?

Hong Kong driving permission is a Transport Department (TD) file, not a tourist IDP fantasy. MTR and minibuses cover much of daily life, yet New Territories hills, weekend Sai Kung runs, and company cars still push many residents toward a local licence: Utilities, internet, and transport and Living in the New Territories.

Can you get a Hong Kong licence without a local test?

Direct issue skips the Hong Kong test when you hold a full overseas licence (not a learner, probationary, or International Driving Permit alone) from a country or place listed in Schedule 4 of the Road Traffic (Driving Licences) Regulations (Cap. 374B). The overseas licence must still be valid or expired no more than three years, the classes must match, and it must have been earned by passing that place’s test. You also need one of three residence or tenure proofs: at least six months’ residence there when the licence was first issued, five years’ continuous holding immediately before applying, or a passport issued by that same place.

Direct issue covers private car, light goods vehicle, motorcycle, and motor tricycle only. Eligible applicants receive a Hong Kong full licence without the usual 12-month probationary period. Licences with direct-issue entitlements carry a DI prefix and a star mark on those classes under current TD marking rules.

Book the designated online appointment system first. From 16 March 2026, TD ended walk-in and same-day queue tickets for direct issue. Hong Kong Licensing Office at United Centre, Admiralty, handles recognised overseas licences including Mainland. Kowloon, Kwun Tong, and Sha Tin Licensing Offices take Mainland-licence direct-issue files. Bring form TD63A with an original signature, passport or HKID, the physical overseas licence plus hard copies of both sides, address proof not older than three months, certified Chinese or English translation if needed, and the fee: Get an HKID.

What if you are only visiting, or your country is not on Schedule 4?

Visitors who arrive other than to take up residence for more than 12 months may drive on a valid overseas full licence or IDP under TD visitor rules. That track is not a substitute once you settle as a resident.

If your full licence is from a place outside Schedule 4, TD’s temporary driving licence path applies when you book a Hong Kong driving test within three months of arriving to take up residence and meet the same residence or passport tests above. Extend the temporary licence before it expires if the test date sits later. Fail the Schedule 4 check and you sit the Hong Kong test path instead of collecting a DI full licence on day one.

Most Central and Kowloon weeks still run on rail; Island Mid-Levels and New Territories bases change the car calculus: Living on Hong Kong Island, Living in Kowloon, and Where to live. Finish ImmD stay steps before you treat a car as your only plan: Apply for a residence permit. Shipping a vehicle is a separate customs and First Registration Tax problem: Import household goods.

Common misconceptions

Assuming any foreign licence converts without checking Schedule 4 fails. Direct issue is a closed list plus document tests.

Assuming you can walk into Admiralty without a booking also fails under the March 2026 appointment rule.

Treating visitor IDP driving as a multi-year resident strategy fails once you take up residence beyond the visitor definition.

Summary

Check Schedule 4, book the TD direct-issue slot, and bring originals plus hard copies to Admiralty or the Mainland-designated offices. Use visitor driving only while you truly visit, and budget a temporary licence plus test if your issuing place sits outside the recognised list.
