Who can exchange?
Transpordiamet states that applications to exchange a foreign licence for an Estonian one can be made by permanent residents who live in Estonia at least 185 days per calendar year. How do EU and other licences differ?

If it is valid for longer than 15 years, it must be exchanged for an Estonian licence by 18 January 2033 after you move to Estonia. Exchange is typically without exams when the licence is still valid; exams apply if it expired more than five years earlier or failed residence-at-issue rules.
Licences from 1968 Vienna Convention countries that meet Latin-script and category description rules are generally valid for 12 months from the start of residency in Estonia for settlers, then need exchange. Geneva Convention countries follow their own listed rules; category A and B often exchange without exams when convention requirements are met, while heavier categories may need tests. If your country is not listed, the licence may be invalid and not exchangeable, forcing driving school and a provisional Estonian licence path. What do you bring to the bureau?
Identity document, the foreign licence being exchanged, a valid driver’s health certificate from a GP (perearst), occupational health doctor, or traffic medicine committee unless register data already cover you, photo and signature rules as stated, and the state fee.
