Mainland China does not treat an International Driving Permit (IDP) as a free pass for everyday driving. Beijing municipal English guidance states applications based only on an IDP are not accepted. Long-term movers convert a real foreign licence into a Chinese licence at a Vehicle Management Office (VMO / 车管所), while short visitors use a different provisional path.
What documents do long-stay converters need?
Shanghai municipal English guidance for converting an overseas licence lists identity documents (passport or Foreign Permanent Resident ID Card), residence permit and accommodation registration (unless you hold permanent resident ID), the original foreign licence plus copy, the driving-licence application form printed at the counter, a physical examination report, and licence photos. If the foreign licence is not in Chinese, provide a Chinese translation from an accepted translation channel (Shanghai lists designated translation firms and some consulates).
Bring the temporary residence registration form from your police filing. Book the health check at an authorised clinic your VMO accepts before you queue for theory. City desks differ: Shanghai publishes branch addresses in Pudong, Minhang, Baoshan and the free-trade zone; Beijing routes many applicants through specific VMO branches. Check the local traffic-police page for your district in Shenzhen or elsewhere rather than copying another city's appointment app blindly.
Do you always take a test, and what about short visits?
Most converters take a Chinese traffic-law theory test for the matching vehicle class. The MOFCOM 2024 guide notes mutual recognition and exchange arrangements with France, Serbia, Belgium and the United Arab Emirates that can allow driving or obtaining a Chinese licence without a test for those licence holders. Always confirm the current exemption list at your local VMO; do not assume your passport country is included.
For short stays, the same MOFCOM guide describes Provisional Driving Permits for compact cars at public security traffic management halls. Visitors can seek a provisional permit with a validity period of 3 months; longer intended stays can extend provisional validity up to a maximum of one year under the guide's wording, reusable on re-entry during validity without a fresh application. Car rental still expects a valid Chinese permit, not a raw foreign card.
Strong metro networks in Shanghai, Beijing and Shenzhen mean many movers delay conversion. Convert when you will actually drive, not on day one of jet lag.
Common misconceptions
An IDP alone does not authorise long-term mainland driving. Beijing guidance rejects IDP-only applications.
Your foreign plastic card in the glove box is not enough without the Chinese licence or provisional permit the VMO issues.
Mutual recognition for a few countries is not a global waiver. If your country is not on the current list, plan for translation, health check and theory.
