How do you convert a foreign driving licence in the United States in 2026?

As a short-term visitor, many states let you drive with a valid foreign licence. Some also expect an IDP. Check each state you will drive in through that state's Department of Motor Vehicles (DMV) or equivalent. Rental companies may impose stricter rules than the highway code.

Once you become a resident, state clocks start. California DMV guidance expects new residents to obtain a California licence promptly after establishing residency. New York DMV requires a New York licence within 30 days of becoming a resident; licences from outside the United States and Canada are not simple exchanges, and you must surrender the foreign licence when you pass the road test. Texas Department of Public Safety (DPS) issues Texas licences to residents and publishes limited reciprocity arrangements with certain countries that may waive knowledge or skills tests; everyone else follows the standard exam path.
