How do you get an isikukood in Estonia in 2026?

eesti.ee guidance from the Police and Border Guard Board (PPA / Politsei- ja Piirivalveamet) is clear: EU citizens do not need a residence permit, but they register a right of residence. You obtain that right when your Estonian place of residence is entered in the population register. Local governments handle that registration; Tartu’s public guidance notes that EU citizens settling there submit a notification to the city’s population registry service to register residence and receive a personal identification code.

Bring a passport or national ID card and proof of housing such as a signed lease. Once the clerk enters you in the register, you receive the isikukood printout. The number alone is not your full digital key; you still apply for an ID card (ID-kaart) that certifies the right of residence: Register address, Residence and right of residence, and Set up ID card.

Tartu’s official note states that during residence-permit, right-of-residence, international-protection, or other statutory proceedings, the PPA issues the applicant a personal identification code. For many movers the code arrives with the approved temporary residence permit and is printed on the card.
