Do visits, residence permits or work permits require Turkish?

Meeting those conditions does not guarantee approval because acquiring citizenship by authority decision remains discretionary.

The implementation regulation describes the language standard qualitatively: speaking Turkish well enough to adapt to social life. It does not set one universal Common European Framework level. NVİ (Population and Citizenship Affairs) guidance reflects that wording, so claims that every applicant must hold a particular A2, B1 or C1 certificate are unsafe.

The provincial citizenship application review commission interviews applicants and records whether the relevant conditions are met. NVİ service standards list evidence from a provincial education directorate showing suitable Turkish, or evidence of study at a school in Türkiye under the Ministry of Education. They also identify a medical-report exception where a person cannot speak. A private course attendance paper or TÖMER certificate, meaning a document from a university Turkish-language teaching centre, is not automatic citizenship approval. The commission and authority still assess the route and full file.

Marriage to a Turkish citizen has a separate citizenship route and does not create citizenship automatically. Exceptional acquisition, reacquisition and other routes also have their own legal conditions; do not assume the ordinary five-year route's language wording transfers unchanged.
