What does citizenship require?

From 6 June 2026, adults applying for Swedish citizenship must show knowledge of the Swedish language and of Swedish society. Migrationsverket applies this to people aged 16 to 66, with limited exemptions such as some Nordic citizens and some disability or personal circumstances cases.

Migrationsverket describes language assessment against CEFR bands: reading and listening at B1, speaking and writing at A2. You can meet the requirement with approved grades instead of waiting for a new national test. Accepted examples include a pass in the highest municipal SFI (Swedish for Immigrants) course, Swedish or Swedish as a second language from Swedish schools or adult education, certain Nordic school grades, the Tisus test used for university Swedish, or another proficiency test that shows functional Swedish with a high degree of certainty.

Society knowledge can be shown with approved social studies grades from Swedish schooling or Komvux (municipal adult education). A citizenship test on Swedish society is planned from August 2026. A citizenship language test is planned from autumn 2027 at the earliest. Until the language test exists, people without approved grades may use Tisus or other accepted proficiency tests during the transition.

Citizenship also has residence time, identity, self-support, and orderly-life rules. Language proof alone does not create a right to a passport.

How should movers plan language timing?

You can often arrive for work with English and learn Swedish after you have a personnummer (personal identity number) and municipal SFI. If citizenship is your long goal, treat SFI course completion or another accepted grade as early evidence, not a last-minute scramble.

If your offer letter demands Swedish, the employer's bar matters on day one even when Migrationsverket does not. Check the vacancy language, team language, and client language before you treat "no visa test" as "no Swedish needed."
