Most work, study, and family residence routes focus on the route conditions: job offer, family link, study place, and other permit rules rather than a pre-entry Estonian certificate. EU, EEA, and Swiss citizens registering a right of residence follow a different track again: Apply for a residence permit. From 1 January 2026, foreigners applying for a temporary residence permit to settle permanently in Estonia face extra integration conditions that include completing the adaptation programme’s basic module and showing Estonian at least at A2, with listed exemptions. Confirm whether your exact PPA category is that settlement track before you study for the wrong level.

PPA lists Estonian at least at B1, or an equivalent level, among the integration conditions for a long-term resident’s residence permit after five years on a temporary permit, alongside registered address, stable income, and Estonian Health Insurance Fund cover.

Your language skills are assessed through the state exam organised by Harno (the Education and Youth Board). If you obtained basic, secondary, or higher education in Estonian, you do not need the exam. To apply for Estonian citizenship as an adult, you normally must pass two Harno exams: Estonian language proficiency at least at B1, and a separate examination on knowledge of the Constitution and the Citizenship Act. The order of the two exams does not matter. People who completed basic, secondary, or higher education in Estonian are released from the language exam; health-related and restricted-capacity exemptions follow PPA rules.

Applicants aged 65 or older can take a B1 citizenship language sitting without the writing part, still covering listening, reading, and speaking.
