Do you need Russian for residence or citizenship in Russia in 2026?

Many applicants for RVP (разрешение на временное проживание, temporary residence permit) and VNZh (вид на жительство / ВНЖ, permanent residence) must confirm Russian language ability plus knowledge of Russian history and the basics of Russian law. In practice this is often called the comprehensive exam or ИРЛ-style testing package: Russian as a foreign language, history, and law modules leading to a federal-sample certificate used for migration filings.

That exam path is not the same product as TORFL (ТРКИ, Test of Russian as a Foreign Language). TORFL is the graded general proficiency system run through authorised centres such as the Pushkin Institute and university testing points. You may use TORFL for study or university goals. Do not treat a single CEFR letter as the evergreen legal shortcut on this page. Levels and certificate forms are defined in official testing and ministry documents, and the wording that matters is the one on the live MVD (Ministry of Internal Affairs) checklist for your category.

Exempt categories exist. They can include certain education, family, or other status-linked groups, but the list is not something to invent from memory or from an old forum post. Confirm the current exemption list on official MVD materials or the matching Gosuslugi (Госуслуги) service description for the exact permit you want. Citizenship is a higher bar in practice. Naturalisation expects stronger functional Russian for forms, interviews, and daily participation than a first temporary-residence certificate alone. Separate certificates or exam packages can apply for citizenship purposes under education-ministry forms.
