Swiss language law follows the application, not simply the fact that you are moving. A technology worker's first permit, a spouse joining a C permit holder, an early settlement request, and naturalisation are four different files. Ask the cantonal migration authority which rule applies before booking a test.
Does a first residence permit require a certificate?
There is no universal federal certificate requirement attached to every initial work or study permit. Work admission may consider qualifications and integration prospects, and an employer can demand a local language, but that is different from saying every first permit requires one fixed level.
Family reunion under rules for certain third-country sponsors is different. A spouse joining a person with a B residence permit, C settlement permit, or F provisional admission may need to show enrolment in an appropriate course when the family application is made. The State Secretariat for Migration says the spouse must show A1 oral ability in the language spoken at the home location one year after entry. A1 is a beginner level for simple familiar exchanges.
Other family routes, nationalities, and personal circumstances can follow different legal provisions. European Union and European Free Trade Association free-movement cases are not interchangeable with every third-country family case. Use the authority handling the real sponsor and family file.
What levels apply to settlement and citizenship?
A C permit is Switzerland's settlement permit. Under the federal minimum model, ordinary grant or renewed grant of C status requires A2 oral and A1 written ability in the national language spoken at the home location. Early C settlement after five years requires B1 oral and A1 written.
Naturalisation requires B1 oral and A2 written ability in a Swiss national language. B1 means handling familiar everyday situations with some independence; A2 writing covers short, simple texts. These labels come from CEFR, the Common European Framework of Reference language levels.
The federal levels are minimums. The canton and municipality process the relevant evidence and may have additional integration checks within their legal powers. The language tied to settlement is normally the one spoken where you live, so moving between Geneva and Zurich can change the language needed.
What evidence and exceptions can apply?
SEM, the State Secretariat for Migration, maintains the recognised-certificate list. Fide is Switzerland's official language-learning and assessment framework for migrants. A fide test or accepted certificate can lead to a language passport, a Swiss document recording proven oral and written levels.
Proof can also be satisfied in defined cases through a national language spoken and written as a first language, at least three years of compulsory schooling in a national language, or secondary or higher education taught in the relevant national language. Do not assume that attending an ordinary course produces recognised proof.
Exemptions can apply where disability, illness, or another serious personal circumstance prevents or substantially hinders language learning or assessment. The authority decides from evidence; a difficult work schedule alone should not be treated as an automatic exemption.
Common misconceptions
Receiving a B permit once does not mean language can never affect its renewal or a family-based residence file. Equally, the C-permit levels should not be copied onto every first work permit.
Swiss German dialect is not the written test target. In German-speaking cantons, recognised evidence uses Standard German even though Swiss German is common in daily speech.
