Do you need Norwegian for residence or citizenship in Norway in 2026?

Most work, study, and family residence routes do not ask for a Norwegian certificate at the border. UDI focuses on the route conditions: job offer, family link, study place, and other permit rules. Application guidance often accepts English alongside Norwegian.

That does not stop an employer from writing Norwegian into the vacancy. Care, teaching, retail, public administration, and many local SMEs hire for Norwegian even when immigration law does not test you on arrival.

EU and EEA free-movement routes follow registration and residence rules, not a CEFR (Common European Framework of Reference) Norwegian exam at entry. From 1 September 2025, applicants for a permanent residence permit who are aged 18 to 67 normally must have passed an oral Norwegian test at level A2 or higher and a social studies test in a language they understand. Completing course hours alone no longer unlocks permanent residence; the tests matter. UDI lists exemptions such as certain school grades, FOV (preparatory education for adults) results, university Norwegian or Sámi credits, health or personal circumstances, and municipal exemptions. For Norwegian citizenship between ages 18 and 67, UDI normally requires an oral Norwegian test at B1 or higher (often the oral part of Norskprøven) plus either the citizenship test or the social studies test in Norwegian. Oral A2 is enough only in limited exemption categories, including some stateless cases, certain over-55 protection or disability cases, and applications filed before 1 October 2022. Citizenship and permanent residence also have residence time, identity, and other rules. Language proof alone does not create a right to settle or to a passport.

You can often arrive for work with English and start municipal or paid Norwegian after you have an address and a study place. If permanent residence is a near goal, aim early at oral A2 and the social studies test rather than collecting unused course hours.

If citizenship is the long goal, treat oral B1 and a civics test in Norwegian as the target, not A2. Employers who demand Norwegian on day one still override the "no visa test" story. Check the vacancy language, team language, and client language before you treat immigration silence as workplace silence.
