Vietnamese is not a ladder that every foreign resident must climb at each immigration stage. Entry, employment, temporary residence, permanent residence, and citizenship are separate legal decisions. Only the ordinary citizenship route has a broad integration-language condition.
Do entry and temporary-status routes require Vietnamese?
An electronic visa, or e-visa, is online permission to enter Vietnam for a limited stay. The Immigration Department lists passport, eligibility, and entry conditions, not a Vietnamese test. It does not by itself authorise employment or create a route to settlement.
A work permit is employer-backed permission for an eligible foreigner to perform a specified job. Decree 219, effective since August 2025, tests the job need, worker category, qualifications, experience, and documents. It sets no universal Vietnamese exam. An employer can still require Vietnamese for customers, safety, management, or local operations.
A temporary residence card is a longer-stay immigration document tied to an eligible legal basis, such as qualifying employment, investment, or family sponsorship. The Immigration Department procedure asks for the sponsor's request, application form, passport, and proof of the relevant category. It does not state a general Vietnamese test. This card is different from tạm trú (the host's required registration of a foreign guest's temporary address).
Does permanent residence require a language test?
Permanent residence is a restricted status for cases defined by immigration law, not the routine next step after several temporary cards. The official procedure focuses on whether you fit an eligible category, have lawful accommodation and stable life in Vietnam, and provide the required guarantee and records. It does not list a general Vietnamese certificate.
That distinction matters for planning. An e-visa holder, foreign employee, or temporary-card holder should not assume that time alone leads to permanent residence. Legal basis and sponsorship control those permit decisions.
What is required for naturalisation?
Naturalisation means becoming a Vietnamese citizen. The ordinary route requires tiếng Việt (the Vietnamese language) sufficient to integrate into the community, alongside permanent residence and other legal conditions. Current official guidance assesses this through practical communication with Vietnamese people, suited to the applicant's living and working environment.
Evidence can include qualifying Vietnamese education or a Vietnamese-language diploma or certificate from a Vietnamese training institution. If an applicant claims sufficient ability without listed evidence, the provincial justice authority can arrange a direct interview and record its assessment. This is not described as one universal multiple-choice exam or a single published level for every applicant.
The language, residence-duration, and means-of-support conditions can be waived for a spouse, parent, or child of a Vietnamese citizen; a person with a recognised special contribution to Vietnam; or a person whose naturalisation benefits the Vietnamese state. Each exemption needs documentary proof, and an exemption from one condition must not be treated as approval of the whole application.
Common misconceptions
A temporary residence card is not permanent residence, and permanent residence is not citizenship. Speaking fluent Vietnamese does not turn ordinary temporary residence into a routine settlement path; the applicant must first fit each legal category.
Summary
Plan e-visas, work permission, and residence cards around legal basis, employer or family sponsorship, and the correct immigration documents. Plan Vietnamese evidence only when your exact route asks for it, with the clearest broad requirement appearing at ordinary naturalisation rather than temporary residence.
