In Sweden the personnummer (personal identity number) is the identifier that unlocks tax, banking, and most digital public services. Skatteverket (the Swedish Tax Agency) issues it only when you enter folkbokföring (population registration). The number is not sold at the airport and Migrationsverket (the Swedish Migration Agency) does not print it on your residence paper.
Who should register, and who needs a coordination number instead?
Skatteverket’s rule of thumb is clear: if you have moved to Sweden and plan to live here for one year or more, you should usually be listed in the Population Register. When you are listed for the first time, you receive a personnummer. If you plan to stay less than one year, you should not be folkbokförd for that short stay. You may need a samordningsnummer (coordination number) instead when authorities or an employer need a Swedish identifier without full population registration.
Citizenship changes the proofs you must show, not the agency. EU/EEA citizens still prove right of residence under Skatteverket’s moving guides. A coordination number looks similar to a personnummer but adds 60 to the birth-day digits. Skatteverket can mark it confirmed, probable, or uncertain. If you later qualify for folkbokföring, the coordination number is replaced by a personnummer. Do not treat a coordination number as a shortcut to every bank and e-service that requires a full personal identity number.
What is the exact Skatteverket process after you arrive?
Use the Moving to Sweden (“Flytta till Sverige”) e-service in English if you can. Skatteverket says you may submit from 14 days before the move at the earliest. Upload passport pages that carry information and, for non-EU movers, your residence permit card. Enter a full Swedish address, including the four-digit apartment number when you live in a flat. Put your name on the mailbox so staff can reach you by post.
Then book an identity-check appointment at a Swedish state service centre for every family member who is registering. Bring original identity documents and, if you have one, the residence permit card. Hand them to the administrator for the check; they are returned after the visit. Facial comparison equipment is used at many centres, so a booked slot matters.
After the visit, wait for Skatteverket’s decision letter. The agency publishes indicative processing guidance on the same moving pages; times vary if more information is needed. Your personnummer appears when you are listed in the Population Register, not when you only upload the e-service form. If you change address before the decision, notify Skatteverket again so the case does not stall.
What should you prepare before the service centre visit?
Non-EU applicants should finish the Migrationsverket permit and hold the physical residence permit card before expecting folkbokföring. EU/EEA movers should be ready to show how they meet right-of-residence conditions under Skatteverket’s EU guides. Keep employment contracts, leases, or study papers that prove where you live and why the stay will last a year or more.

Common misconceptions
A residence permit or EU right of residence is not a personnummer. Migrationsverket decides stay rights; Skatteverket decides population registration.
Staying a few months for a temporary contract does not automatically put you in the Population Register. Short stays often use a samordningsnummer when an identifier is required.
Submitting the e-service alone does not finish the case. The in-person identity check is mandatory for movers who must be listed.
