Turkish counters care about origin authenticity and a usable Turkish text, not a colourful stamp collection. An apostille confirms the signature and seal on a public document under the 5 October 1961 Hague Convention. It does not prove the facts inside a marriage certificate, birth record or university diploma are true. Türkiye joined the Convention in 1985, so apostilled papers from other party states skip the older multi-step embassy chain for many files.
When is an apostille enough?
Start in the country that issued the document. Ask that state's competent authority (often a court, foreign ministry or designated local office) to attach the apostille. Check the HCCH authority list for the issuing state before you pay a courier who promises a "Turkish apostille" on a foreign birth certificate; the apostille belongs in the issuing country.
Bring the apostilled original to Türkiye. For use at Göç İdaresi, land registry, a noter desk or a university, commission a yeminli tercüman to translate into Turkish. Many offices then want the translation bound and certified by a noter. A free machine translation or a friend's draft fails when the clerk compares seals.
Use this route for civil-status papers that support a family residence-permit application, degree evidence for student or work grounds, and powers of attorney or civil records that appear in a property purchase file at Tapu ve Kadastro. Always ask the receiving office which pages must be apostilled: the full judgment, the extract, or only the notarial copy.
When do you still need consular legalisation?
If the issuing country is not a Convention party, or if the receiving Turkish office rejects the document type for apostille treatment, follow the consular chain. Typical paths run through the foreign ministry of the issuing state, then a Turkish mission abroad, or through that country's mission in Türkiye plus Turkish MFA or valilik (governorate) authentication, depending on the MFA authentication unit's current instructions.
Do not take an already apostilled foreign document to the Turkish MFA for a second "approval." MFA guidance states apostilled papers are not re-authenticated there. Conversely, Turkish public documents you need to use abroad get an apostille in Türkiye from the competent local authority: valilik or kaymakamlık for many administrative papers, and judicial commission presidencies where heavy-penal courts sit for judicial papers.
How should you sequence the file for residence or property?
Build one checklist per receiving office. For an ikamet file, match names and dates across passport, apostilled civil-status record and Turkish translation before you book the provincial migration appointment. For a tapu (title) transaction, confirm whether the land registry wants a fresh apostille, a specific power-of-attorney form, and a translation certified in the same province as the closing.
Keep originals, apostille pages and noter-bound translations in one sleeve. A missing middle page at an Istanbul Göç İdaresi desk or an Antalya title appointment wastes the slot even when the legal route was correct.
Common misconceptions
An apostille does not replace the Turkish translation. Clerks still need readable Turkish text from a sworn translator when the file language is Turkish.
A Turkish noter stamp alone also does not legalise a foreign public document. The foreign authority must apostille or legalise the origin document first; the noter then certifies the Turkish translation chain.
