For papers issued outside the UAE, MoFA and u.ae describe a familiar order. First, authenticating authorities in the issuing country attest the original (home foreign ministry, state secretary, notary-plus-ministry sequence, or the path that country publishes). If that country is a Hague party, an apostille may replace older multi-step home legalisation inside that country's system. It still does not replace UAE steps. Next, a UAE embassy or consulate in the issuing country attests the document through MoFA digital channels or the mission's published process. Finally, you complete MoFA attestation inside the UAE via mofa.gov.ae or the UAE MoFA app so local desks recognise the seals.

If the issuing country is outside the Hague system, skip the fantasy of a single apostille shortcut. Follow full consular legalisation: home authentication, UAE mission attestation, then MoFA in the UAE. When no UAE mission exists in that country, MoFA's published guidance is to contact MoFA for an alternative channel rather than inventing a third-country stamp trail.

Keep originals unlaminated, in Arabic or English, or paired with a legally certified translation. Names and dates must match the passport spellings you will use on residence visa and Emirates ID filings. Marriage and birth certificates appear when you add a spouse or children to a family residence file, school enrolment, or later long-stay products such as permanent residence routes. School desks for enrol in public school often want attested birth and previous-school records before a place is confirmed.

Do not confuse this with the immigration medical fitness test or Emirates ID biometrics. Those prove health and identity after you arrive; they do not legalise a foreign certificate. Sequence personal document legalisation before or early in the move so it does not stall the wider paperwork after moving chain. Pet health certificates follow MoCCAE rules first; only send veterinary papers through MoFA if a receiving desk explicitly asks for embassy-style attestation.

UAE-issued documents used abroad reverse the logic: MoFA attests eligible UAE papers, then the destination country's embassy may legalise them. That outbound path is not the same as making a London or Manila certificate work for a Dubai employer.
