Taiwan is not treated as a classic Hague Apostille Convention destination for incoming foreign public documents. The durable path is authentication under MOFA rules: the local Taiwan office abroad (TECO, TECA, or another named mission) confirms the signature or seal on the document issued inside its jurisdiction. BOCA in Taiwan handles authentication of documents already in the system when a desk asks for domestic confirmation.

Some origin countries still stamp an Apostille first because that is how their foreign ministry authenticates papers for overseas use. Philippine TECO guidance, for example, can require a local DFA Apostille before TECO will authenticate. That Apostille is a feeder step for TECO, not a substitute for Taiwan's stamp. Treat "get an Apostille" advice from a Hague-country notary as incomplete until the Taiwan mission checklist is done.

Name spelling must match your passport across every stamp. Mismatches between the foreign original, Chinese translation, and residence application forms stall counters in Taipei, Taichung, and Kaohsiung service centres.

Marriage and birth certificates used for household registration or dependent stays need the original or certified copy from the issuing authority, then authentication at the Taiwan mission for that state or country. Many US TECOs refuse a marriage license when they want a certificate that shows the marriage date. Chinese translations are often required; some offices authenticate the translation with the original, others let you notarize a Chinese translation after you arrive in Taiwan. Confirm before you pay a translator twice.

Education papers for employer work-permit files and the Employment Gold Card evidence pack usually need diploma and transcript paths the mission publishes: sealed transcripts, registrar envelopes, and mission authentication of the issuing country's seal. The Ministry of Labor expects Chinese translations of foreign-language diplomas and experience proofs when an employer sponsors you.

Police certificates for Gold Card and some long-stay packs follow the same mission chain: local criminal-record certificate, any home-country certification that office demands, then Taiwan mission authentication. Documents issued in one country cannot be authenticated at a Taiwan office that only covers another jurisdiction. If your diploma is from Canada and you live in Australia, you still route the diploma through the Canadian Taiwan office first, then handle BOCA steps in Taiwan if the receiving agency asks.

Pet health and quarantine papers sit on a different veterinary track; keep them out of the same TECO marriage queue and read bringing pets separately when animals move with you.

Build the pack in the country of issue before you resign or book a one-way flight. Order: obtain the official original or certified copy, complete any local notary or foreign-ministry step the Taiwan mission lists, book the mission appointment or mail packet, then prepare Chinese translations the Taiwan receiver will accept. Only after that should you attach the papers to a residence, Gold Card, or employer file.

Forms and counter signs lean Traditional Chinese. English help exists at larger NIA centres, but translation and authentication desks still assume Mandarin literacy.
