Which Norwegian exam certificate should you take in 2026?

Norskprøven A1–B2 from the Directorate for Higher Education and Skills (HK-dir) is the standard adult Norwegian test. It measures reading, listening, writing, and speaking as separate parts across beginner to upper-intermediate levels. Municipal test centres run the sittings; you choose Bokmål or Nynorsk for the written track: Bokmål or Nynorsk.

For permanent residence after 1 September 2025, adults aged 18 to 67 normally need an oral Norwegian result at A2 or higher plus a social studies test in a language they understand. For citizenship in the same age band, UDI normally requires oral B1 or higher plus either the citizenship test or the social studies test taken in Norwegian. The citizenship test itself is in Norwegian at roughly A2 difficulty, with 36 multiple-choice questions and a 24-correct pass mark.

Older “Bergenstest” oral passes and named historical Norskprøven result formats can still appear on UDI’s accepted lists. Check the live UDI wording for your application year instead of trusting a friend’s 2018 paperwork story.

Norskprøven C1 – høyere akademisk nivå is a separate higher academic exam with combined skill parts. Universities and some employers may care about B2 or C1-level proof even when immigration only asks for oral B1: International students community.

Register through the municipal test centre listed on prove.hkdir.no, then practise the skill you actually need. Citizenship files care most about the oral segment; study programmes may demand reading and writing too. Keep result letters for UDI uploads. Exemptions exist for documented health or personal reasons, but they are applications, not automatic waivers.
