Which English exam certificate should you take for the United States in 2026?

For naturalization, U.S. Citizenship and Immigration Services (USCIS, the federal immigration agency) administers English speaking, reading and writing during the Form N-400 interview. Officers also test civics separately. A TOEFL, IELTS or Duolingo score does not waive that English interview. Age-and-residence rules and approved medical exceptions can change who must take English; confirm your case type before you book a commercial exam you do not need: Apply for citizenship.

Civics is its own gate. Applicants who filed Form N-400 before 20 October 2025 follow the 2008 civics test track. Filings on or after that date use the 2025 Naturalization Civics Test (20 questions from a 128-question bank; 12 correct to pass). For F-1 or other Student and Exchange Visitor Program (SEVP) study, USCIS does not mandate one national English test. Each SEVP-certified school sets its own bar for admission and Form I-20. Common options include TOEFL, IELTS Academic, the Duolingo English Test and PTE Academic. Some programmes accept pathway ESL or prior English-medium study instead.
