Türkiye splits “having a car here” into two different systems. Buying a car that already sits in the Turkish fleet means a noter (notary) sale, a ruhsat (vehicle registration certificate), compulsory trafik sigortası (third-party motor liability insurance), MTV (motor vehicle tax) and Turkish plates. Driving a car that still carries foreign plates is temporary admission under Gümrük (customs), with stay limits that track your residence status rather than a normal Istanbul or Ankara plate.
How does a permanent Turkish registration work?
For a used car already on Turkish plates, the buyer and seller complete the transfer at a noter. The noter updates the national vehicle registry; you leave with the new ruhsat data and arrange plate work through the authorised channel when a plate change is part of the deal. Emniyet Genel Müdürlüğü, or EGM (the General Directorate of Security), publishes the document lists for new registrations, transfers and plate changes, including compulsory insurance, inspection where required, and identity papers.
Before the noter appointment, buy a valid trafik sigortası policy that names the vehicle. Without that compulsory cover, the transfer cannot finish and the car should not be driven. After ownership is yours, MTV is assessed on the Turkish-registered vehicle on the revenue calendar; unpaid MTV blocks later sales and can lead to enforcement. New cars sold by dealers add ÖTV (special consumption tax) and KDV (value-added tax) paperwork that EGM's new-registration list expects.
Foreign buyers need a usable Turkish identifier. Many noter desks ask for a YKN (foreigner identity number) from a residence card, or a potential tax number from Get a tax number when a foreigner number is not yet available. Joint ownership with a Turkish citizen follows citizen plate rules rather than the special MA-MZ guest-plate series used for some foreign-only temporary registrations.
How do foreign plates differ from permanent registration?
A foreign-plated car enters under tourist or resident temporary-admission rules, not under an ordinary Turkish ruhsat. At the border, customs typically wants the foreign registration certificate, your driving licence, passport, proof you are settled abroad when asked, and Türkiye-valid motor liability cover or an equivalent green-card arrangement. Non-resident foreigners without a Turkish stay permit are often limited to 90 days in a 180-day window. Holders of a Turkish residence permit may receive a stay up to the permit's remaining term, capped at 730 days, and earlier use plus the 185-days-abroad test can shorten what you get on the next entry.
You cannot treat temporary admission as a back-door permanent import. Selling the foreign-plated car inside Türkiye, lending it to people outside the allowed family circle, or overstaying the customs clock creates fines and possible seizure risk. Permanent importation of a foreign car is a separate taxable customs file, distinct from importing household goods.
Driving still needs a lawful licence. After the early months, exchange your foreign driving licence if you will keep driving on Turkish roads; registration paperwork does not replace the licence clock NVİ applies to foreign nationals.
Common misconceptions
Buying compulsory insurance is not the same as registering the car. Trafik sigortası is required for the noter step and for the road, but the ruhsat and plate record are what prove Turkish ownership.
A residence card also does not turn a foreign-plated temporary stay into an unlimited Turkish registration. Customs stay limits and the noter-based Turkish fleet are separate decisions.
