After you and the seller sign the private sale contract, the buyer normally has thirty days to complete the DGT ownership change. Before that filing, settle the Impuesto sobre Transmisiones Patrimoniales (ITP, the regional property-transfer tax) with modelo 620 or 621 in your autonomous community, unless the seller is a dealer issuing a VAT invoice instead.

DGT expects identity for both parties, the current permiso de circulación, the ficha técnica, proof of the previous year’s Impuesto sobre Vehículos de Tracción Mecánica (IVTM, the municipal road tax) where required, and the ITP payment or exemption evidence. A valid NIE is the usual foreigner identifier on the file. You can often start online through the DGT electronic office with Cl@ve or a digital certificate, or use an authorised gestoría.

An expired Inspección Técnica de Vehículos (ITV, Spain’s periodic vehicle inspection) can block practical use even when some transfer paperwork still moves. The new circulation permit is only useful for driving when the ITV is in force. Check for embargos, domain reservations, or unpaid local taxes before you pay the seller.

DGT’s EU-vehicle path is a sequence, not a single stamp. Export-cancel the car in the previous country when required, prove ownership, and take the vehicle to an authorised Spanish ITV station to obtain a Spanish ficha técnica. Homologation evidence is usually a European Certificate of Conformity, a ficha reducida from a qualified engineer, or a special route for older cars.

Then pay or prove exemption for the Impuesto de Matriculación through Agencia Tributaria (or the foral Hacienda in the Basque Country or Navarra), pay or prove the municipal IVTM for your domicile ayuntamiento, and request DGT matriculación. Only after Spanish plates and compulsory insurance should you drive as a settled resident. Temporary green plates exist for limited windows while the definitive matriculación finishes, but they are not a substitute for finishing the file.

Buying locally is usually simpler than importing: Spanish plates, Spanish ITV history, and a plain transferencia. Importing can still make sense for a car you already owned before the move, especially when transfer-of-residence tax relief applies, but budget time for ITV and tax desks. Household-move customs paperwork is a separate track from traffic registration.

Compulsory motor insurance must match the Spanish registration. Licence status is separate: finish licence conversion on its own DGT track if your foreign permit needs exchange. Keep current padrón evidence handy because municipal IVTM and many offices check the address you declare.

If you are still choosing a base, weigh whether you need a car at all. Madrid, Barcelona, Valencia, and Bilbao cores often work better as car-free cities than as parking-and-ITV projects.
