Renting in Belgium is a paperwork race inside three separate housing systems. Complete a placebeschrijving / état des lieux (move-in inventory of the property's condition) at the start, often within the first month under Flemish guidance. Then constitute the huurwaarborg / garantie locative (rental deposit) through an allowed channel such as a blocked account in your name, a bank guarantee, or e-DEPO (the FPS Finance Deposit and Consignment Office online deposit tool), not a casual transfer to a private account before the lease exists.
Register your domicile at the population service of the exact commune or gemeente of the rented address. In Brussels that means the correct one of the nineteen communes, not a generic “Brussels” label. After that, open or transfer utilities and join a mutualité / ziekenfonds (compulsory health insurance fund) once your residence path requires it.
