Who registers, and which route should you use?

The code does not make you a Vietnamese tax resident. Tax residence follows the Personal Income Tax Law's presence and home tests, tax-treaty rules where applicable, and your facts. A non-resident can still have Vietnam-source income and a tax code. Give payroll accurate arrival, departure, accommodation, and overseas tax-residence information instead of treating the code as the answer.

What if you find two codes or change passports?

Do not ask a new employer to create another code. Give it the existing number and matching passport history. Duplicate codes often arise from different name order, accents, spacing, or an old and new passport. Ask the managing tax authority or payroll team to correct and merge the records using the current amendment procedure under Circular 86/2024.

VNeID is Vietnam's electronic identity system. From July 2025, Vietnamese citizens use their personal identification number for tax procedures, but a foreigner's passport remains the key identity document for foreign-person registration.
