A kefil (guarantor) is a common landlord request in Türkiye, not a statutory ticket you must buy before every lease. The Turkish Code of Obligations lets the parties agree a residential tenancy without one. The friction appears when an owner in Beşiktaş, Alsancak or Lara wants a Türkiye-based payer if you leave the country.
What does the law require instead?
Nothing in the residential lease chapter forces a guarantor. If security is agreed, Article 342 caps it at three months' rent and directs cash security into a protected savings account, as covered in rental contracts and deposits. That deposit is the main statutory security tool, not a kefil signature.
When a guarantor is used, the surety terms must be clear. Turkish practice often seeks müteselsil kefalet (joint and several surety), with the amount and duration written so the guarantor understands the exposure. A vague "friend will sign later" message is not a finished lease.
Which substitutes do landlords accept?
Lead with identity, stay status and payment ability. Prepare passport details, a tax number where useful, income contracts or remote-client evidence, recent bank statements and the intended occupants. A Turkish bank account for labelled TRY transfers reduces "will this foreigner actually pay" doubt.
Owners sometimes accept a larger deposit within the three-month cap, one or more months of advance rent, an employer or company as the contractual tenant, or a bank letter of guarantee in corporate deals. None of those options lets either side ignore the deposit ceiling or skip owner and address checks in how to rent a home.
Foreign tenants sit under the same Code as Turkish citizens. The practical gap is collection risk if you leave Türkiye, so landlords in competitive districts ask for local surety more often. An agency fee for arranging the rental still cannot exceed one month's rent excluding VAT under Ministry of Trade rules when an authorised emlakçı completes the letting.
Which requests should you refuse?
Do not pay a stranger a "guarantor waiver fee", send a deposit before you verify the tapu owner, or hand cash without a labelled receipt. Those patterns belong in avoid rental scams. Likewise, an informal WhatsApp cosigner is not a substitute for a written surety clause with a named, solvent person who understands the Turkish text.
Common misconceptions
Assuming every Istanbul listing legally requires a Turkish kefil fails. Many owners close on deposit and income evidence. Assuming six months of advance rent is always lawful security also fails: cash security still sits under the three-month Article 342 structure when it is a deposit rather than prepaid rent clearly labelled in the contract.

Treat the kefil as optional market leverage, not a national entry visa for housing. Answer the landlord with a clean deposit route, income file, TRY payment trail and, where needed, a corporate or advance-rent structure that stays inside the written contract.
