A child does not need Swedish at the school gate to get a place. Public compulsory schooling in Sweden runs through your hemkommun after folkbokföring (population registration), and newly arrived pupils are expected to learn Swedish inside that system rather than wait until they are fluent. Your job as a parent is to contact the kommun quickly and ask how language support leads into ordinary lessons: Enrol in a public school.
How does a newly arrived child start?
Contact the kommun education office or school e-service with the child’s age, address, prior schooling, and languages. Cities such as Stockholm, Gothenburg, and Malmö often route newcomers through a mottagningsenhet (reception unit) or a named city process that maps prior learning before a regular class place. Bring passports, proof of address, vaccination evidence where asked, and previous school reports. Translations help staff place an older child in the right year group.
Skolverket (the Swedish National Agency for Education) expects schools to assess newly arrived pupils’ knowledge and place them in a year group as soon as possible, normally within about two months of being received into the school system. English helps at the reception desk in big cities, but classroom teaching for most subjects still happens in Swedish: English in Sweden.
What language support can the school use?
Svenska som andraspråk (SVA) is a need-based subject. The principal decides whether a pupil needs second-language Swedish teaching; for newly arrived children that need is usually clear. SVA replaces the ordinary Swedish subject while the child still needs an andraspråksperspektiv (second-language approach). It is not a private tutor voucher and not a full English-medium track.
Rektorn may also place a newly arrived pupil partly in förberedelseklass (preparation class) when Swedish is not yet enough for ordinary teaching. The child must still belong to a regular teaching group and move subject by subject into that group as soon as Swedish allows. Förberedelseklass may last at most two years, and some schools do not organise one at all. Ask for the written decision, not only what a neighbour experienced in another kommun.
Other tools include studiehandledning på modersmålet (mother-tongue study guidance) and, for a limited period, prioriterad timplan (extra hours for Swedish or SVA). International schools remain a paid parallel path concentrated especially around Stockholm; they do not replace the kommun right to grundskola.
