The United States does not use one national “residence permit renewal” desk. Permanent residents renew the green card. Temporary visitors and students usually extend or change nonimmigrant status. How do permanent residents renew the green card?

File when the 10-year card is expired or will expire within six months, or when the card was lost, stolen, damaged, or never received. Online filing through a USCIS account is available for many I-90 cases.
Conditional residents near the end of a two-year card generally file Form I-751 or Form I-829 to remove conditions. How do nonimmigrants extend or change status?
Form I-539 is the common USCIS application to extend stay in an eligible nonimmigrant category or change to another eligible nonimmigrant category from inside the United States. USCIS advises filing before the I-94 expires, often suggesting at least about 45 days of lead time when you know you need more time. Categories such as Visa Waiver Program admissions, certain transit classes, and K-1 fiancé(e) status generally cannot extend or change on I-539. Some classifications face extra limits (for example M-1 and many J-1 rules).
Employment-based nonimmigrants often renew through Form I-129 filed by the petitioning employer, not through a personal I-539. Dependents may still need their own I-539 filings when the instructions require it. Always match the form to the classification on your I-94 rather than copying a coworker’s paperwork.

How is this different from renewing an EAD?
An Employment Authorization Document is a separate work card for people whose category requires Form I-765. Renewing that card is renew work authorization. Permanent residents usually work with the green card itself and do not renew an EAD just to stay employed. A pending I-90 receipt can extend evidence of LPR status for the period printed on the notice; that still is not an EAD renewal.
Common misconceptions
Renewing a green card with I-90 does not restart immigrant visa priority dates or replace Form I-485.
Filing I-539 late after I-94 expiry is not automatically forgiven. Overstay risk remains unless a narrow extraordinary-circumstances exception applies under the instructions.
