How do you choose health insurance in Türkiye in 2026?

When you apply for a residence permit, e-İkamet lists acceptable health proof. One route is a private policy whose period covers the whole requested permit. Others include an SGK provision document, proof that you already benefit under a bilateral social-security agreement, or a stamped document that you have applied to become a general health insurance holder. Submit the policy first page with the policy number when the form asks for it.

Ages under 18 and over 65 often face different insurance compulsion on the form, but the live e-İkamet screens still request fields; follow the on-screen instruction for your age band rather than an old blog rule.

Private ikamet policies must follow SEDDK Circular 2016/16 as amended by Circular 2024/34 (in force from 1 April 2025). That framework sets annual outpatient floors around TRY 15,000 and inpatient limits that differ for contracted providers, non-contracted providers and listed public Ek-1 hospitals, plus co-payment shares by provider type. SGK is the public social-security system. If a Turkish employer registers you, payroll premiums open state hospitals, university hospitals and many contracted clinics at low point-of-care cost for covered services. Turkish-language queues in Istanbul, Ankara and Izmir are part of that deal.

Foreign residents without employment cover do not enter SGK on day one. After at least one continuous year of legal residence, eligible foreigners who are not insured under another country's social-security rules may apply for voluntary general health insurance at the provincial SGK directorate where they live, with residence proof and the status documents SGK lists. Students have a shorter published window in migration health leaflets. Treat voluntary SGK premiums as a separate line from the narrow permit policy.

Decide which hospitals you will actually use in Istanbul, Ankara, Izmir or Antalya, then compare networks, maternity and dental exclusions, and cash prices against healthcare costs in Türkiye. A SEDDK-minimum ikamet policy can clear Göç İdaresi while still leaving you paying most outpatient visits at a private campus. Many movers keep the compliant policy for the permit and add broader private cover or a cash buffer for the clinics they prefer.

Fold both premiums into your monthly budget before you sign a long lease. An uninsured private emergency can erase months of rent savings even when the residence file looked complete.
