Luxembourg’s administrative spine is a thirteen-digit matricule, not a separate plastic “expat ID” you collect at Findel. Banks, CNS reimbursements, ACD tax cards and MyGuichet registration all expect that number once CCSS affiliation lands.
How is the matricule created?
Employees normally receive a matricule when the employer declares the start of employment to the CCSS, usually within eight days of the contract start. If you do not yet have a number, the employer supplies identity details so CCSS can create one. Non-EU workers often wait until Immigration confirms they may work before the déclaration d'entrée succeeds: Apply for a residence permit.
Self-employed people register themselves with the CCSS within eight days of starting activity, typically after any Ministry of the Economy business authorisation. Once affiliation is registered, CNS guidance says confirmation and a social security card carrying the matricule arrive by post to your official address. Put your name on the mailbox at the commune-registered home: Register address.
What does the number unlock next?
Use the matricule to finish public healthcare enrolment, set your reimbursement IBAN, and create a MyGuichet private eSpace with LuxTrust. The Administration des contributions directes then issues the tax card after CCSS affiliation, on average within about thirty working days. Keep travel or private cover active until the social security card arrives if a provider asks for proof on day one of work.
Optional complementary policies come later and never replace CCSS affiliation: Choose health insurance. Sequence the whole stack from the commune forward: Paperwork after moving.
Common misconceptions
Assuming commune déclaration alone prints a matricule fails. CCSS affiliation still has to run.
Assuming a foreign tax ID replaces the Luxembourg number also fails. Local files key off the thirteen-digit matricule.
Summary
Declare at the commune, finish the lawful stay and work path, let CCSS affiliation create the thirteen-digit matricule, then use that number for CNS, MyGuichet and the ACD tax card. Until the card arrives, keep HR affiliation confirmation and temporary medical cover ready.
