How do you enrol in public healthcare in Norway in 2026?

NAV explains that when you live or work in Norway you are, as a main rule, a compulsory member of folketrygden, provided your stay is lawful. Employment in Norway often creates membership from the first working day when you both work and stay here legally. Residence registration in Folkeregisteret (the National Population Register) is the other common anchor for people who plan to live here. EEA coordination rules and bilateral social-security agreements can change which country’s system applies, so cross-border and posted-worker cases should check NAV’s country-specific pages rather than assuming automatic cover.

Non-EU movers need a valid residence basis from UDI (the Norwegian Directorate of Immigration) before expecting resident-level rights. EU/EEA movers who work or register to stay longer still confirm membership rules with NAV if their situation is unusual (for example studying on own funds, or living in one country while working in another).

Until membership is clear, keep private travel insurance and, if you are visiting temporarily from another EU/EEA country, carry your home-country European Health Insurance Card (EHIC) for medically necessary care on local terms.
