Russian public healthcare access for foreigners is status-driven. OMS (обязательное медицинское страхование) is the compulsory medical insurance system used by eligible residents at polyclinics and hospitals inside the territorial programme. A tourist or short business visa does not automatically put you on OMS.
Who can enrol, and what do you bring?
Many people with RVP (temporary residence) or VNZh (permanent residence) can enrol once the permit and identity data are valid. Other grounds exist for selected workers and family situations, including some EAEU routes, but each insurer checks documents against the current federal list. Typical paperwork includes passport (with translation if required), RVP or VNZh evidence, address details, and SNILS when you have it. Some desks also ask for an INN; see get-inn-russia. You apply to an insurance medical organisation listed for the region where you live or work, for example in living-in-moscow. Ask for the document list for foreigners before you queue.
Digital policy access through Gosuslugi has expanded: many residents now show a digital OMS record instead of carrying only a plastic card. Trends move toward electronic confirmation at clinics, but office and hospital practice still varies by region. Keep both the insurer confirmation and a working Gosuslugi login from set-up-gosuslugi-russia.
How is DMS different, and what about residence medicals?
DMS (добровольное медицинское страхование) is private voluntary cover. Newcomers often buy DMS while waiting for residence status, when OMS eligibility is unclear, or when they want private clinics with shorter waits in Moscow or Saint Petersburg. DMS does not replace immigration medical certificates.
HIV screening and other medical fitness checks required for RVP or VNZh applications are separate from OMS enrolment. Passing a residence medical does not enrol you in the compulsory system, and an OMS policy does not satisfy an MVD medical packet by itself.
Clinic quality and English support differ sharply between large city networks and smaller regions. Budget for medicines and paid diagnostics even with OMS, especially if you compare living costs in how-expensive-is-russia or plan a longer stay under retiring-in-russia.
Common misconceptions
Holding any Russian visa is not the same as OMS eligibility. Insurers look for named resident or worker grounds.
A digital Gosuslugi policy view also does not mean every hospital desk will skip document checks. Bring passport and status evidence to the first visits.
