Dutch rent control is a points calculator, not a single city freeze. Quality scores set a maximum kale huur for regulated homes, and the Huurcommissie is the referee when landlords overshoot.
How do the bands work?
Points come from size, energy label, WOZ value, kitchen and bathroom quality, outdoor space, and related factors. Roughly speaking, homes up to 143 points sit in sociale huur; 144–186 points sit in middenhuur with maximum rents under Wet betaalbare huur for qualifying contracts from 1 July 2024. Above that band, initial free-sector rents are freer, though annual increases still follow published caps.

What can you do if rent looks too high?

Assuming every Amsterdam listing is free sector fails; many homes fall under points caps even when advertised aggressively.
Assuming a handshake “all-in” price is safe also fails when service costs hide an illegal basic rent.
