Toeslagen are Dutch contribution payments that can lower rent and basic health-insurance costs when your income and assets sit inside the published limits. They are not automatic after BRP registration. You claim them yourself in Mijn toeslagen.
What do you need before you apply?
Finish municipal registration so you and any toeslagpartner have a BSN: Register your address. Activate DigiD; Mijn toeslagen is the main online door and is largely in Dutch: Set up DigiD. Your BSN is the identity Belastingdienst already uses: Get your Dutch tax ID.
For zorgtoeslag, take out Dutch basic health insurance first so the insurer can report your cover: Choose health insurance. For huurtoeslag, you need a qualifying independent rental home and rent within the scheme rules: Rent in the Netherlands and How to rent a home. Prepare income estimates for yourself and any partner; wrong guesses create repayment letters later.
How does the claim actually work?
Log into Mijn toeslagen, choose zorgtoeslag or huurtoeslag, answer the income and household questions, and submit. Zorgtoeslag and huurtoeslag generally start on the first day of the month you meet all conditions, or the next month if you qualify mid-month. Keep a Dutch bank account ready for payouts: Open a bank account.
You can often claim for a past year until 31 December of the following year, but do not wait if you need the cash flow now. Update income changes quickly. Kindgebonden budget and kinderopvangtoeslag are separate family toeslagen; child benefit from the SVB is a different payment: Apply for kinderbijslag. Place this step after DigiD in Paperwork after moving.
Common misconceptions
Assuming the gemeente pays huurtoeslag at the registration desk fails. Dienst Toeslagen runs the claim online.
Assuming zorgtoeslag arrives automatically with your insurance policy also fails. You still submit the toeslag application.
