Why are regulated rents different?

The woningwaarderingsstelsel, or WWS (the Dutch rent points system), scores a home using floor area, energy performance, facilities, outdoor space, and WOZ, the municipal property valuation. For new self-contained tenancies starting in 2026, homes up to 186 points can fall within social or regulated middle rent. The official Huurcommissie (Rent Tribunal) Rent Check estimates the points and maximum basic rent.

This lower regulated price does not mean the home is easy to obtain. Housing-association properties can involve income rules and long waiting times. Municipalities may also require a housing permit for particular social or middle-rent homes. Amsterdam, for example, applies a permit to covered homes and checks income and residence status.

What sits above the advertised rent?

Kale huur means basic rent before service costs, energy, water, and internet. Ask for these amounts separately. Service costs must relate to actual services and should be settled through an annual statement, while electricity or heating may be your own contract.

Many agents screen for gross household income around three to four times the basic rent. That is market practice, not a national legal income rule. A €1,800 listing may therefore require evidence of roughly €5,400–7,200 gross monthly household income under the advertiser's own formula.

Move-in cash can include the first month's rent and a deposit of up to two months' basic rent for contracts beginning on or after 1 July 2023. Add temporary accommodation, furniture, flooring, and utility setup. Do not treat an illegal request for extra deposit as a normal price of winning a home.
