Is Ireland a good place to retire in 2026?

EEA and Swiss citizens use free-movement rules that differ from non-EEA retirement permission. Non-EEA people who want to retire in the Republic normally apply for Stamp 0 (temporary permission as a person of independent means) from outside the State through Immigration Service Delivery. Current published guidance expects substantial annual income, a lump sum comparable to the price of a home in the State, Irish-accountant verification of finances, and private medical insurance with private-hospital cover. Stamp 0 conditions generally bar State benefits and publicly funded hospital treatment; you must not work unless a permission letter says otherwise. The Health Service Executive (HSE, Ireland's public health service) is the usual route to a general practitioner (GP) once you are ordinarily resident under a status that allows public access. A Medical Card is not automatic for retirees. Citizens Information explains that you must be ordinarily resident and usually pass a means test, with different rules under and over age 70, plus limited automatic categories. Stamp 0 retirees should plan on private insurance rather than assuming a Medical Card. Registering with a GP early matters in tight urban markets.

Dublin offers the deepest specialist care and flights, with the hardest housing search. Cork, Galway and Waterford give smaller-city hospitals and services with Atlantic weather exposure. Limerick and other regional bases can work if family support and transport are real. Rural counties may feel peaceful yet isolating when you need evening taxis, specialist clinics or neighbour help after a hospital visit.

Damp winters and heating costs matter more than a mild label. Check insulation, mould risk and solid-fuel or heat-pump running costs before you buy or rent. Revenue tax-residence rules can affect pension and investment reporting if you spend enough days in the State; take personal tax advice rather than copying another retiree's setup.
