Taiwan folds personal tax identity into immigration paperwork. Once you hold an ARC or Gold Card, the number on that card is what payroll, interest reporting, and annual filing use. You are not hunting a second national tax office for a fresh code the way some countries issue a standalone NIF or TIN card.
Where does the personal tax ID come from?
The NIA issues the Alien Resident Certificate after your residence track or Employment Gold Card clears. The Taxpayer ID printed on that card is your uniform ID number for tax purposes. National Taxation Bureau guidance treats the ARC-borne number as the identifier for foreign residents who live in Taiwan.
Newer uniform ID numbers use one letter plus nine digits, matching the pattern used for ROC nationals. Use the string on your current card for bank, employer, and eTax screens. If an older-format number still appears on legacy records, follow live National Taxation Bureau instructions for which string to enter; filing history is shared across the transition.
Visitors who need a number before residence approval can apply at the NIA for a Record of Identification Number with a passport. That early number helps banks and tax systems attach a Taiwan ID string. It is not a shortcut around residence rules.
How do employers, banks, and the tax bureau use it?
Payroll employers withhold individual income tax under Ministry of Finance rules and report against your ARC number. You do not invent a withholding code yourself. At filing season, aliens with a valid resident certificate generally file with the National Taxation Bureau office that covers the address on the ARC. Taipei City foreign filers often use the Foreign Taxpayer Service Section of the National Taxation Bureau of Taipei on Zhonghua Road; other cities use their local NTB branch. Online filing through the eTax / tax.nat.gov.tw tools is available for many ARC holders once you can log in with approved credentials.
Banks record the same number when you open an account. Interest and some investment reports flow back to the tax system under that ID, so a typo between ARC and bank profile creates messy year-end letters. Keep the ARC address current through immigration when you move, because the filing desk follows the registered address on the card. That address step sits with the rest of your paperwork after moving.
Forms and portal letters are heavy Traditional Chinese even when English help pages exist. Budget a Mandarin-reading friend for the first filing season if counters feel opaque, as outlined in bureaucracy without Mandarin.
Personal tax ID versus business Uniform Invoice numbers
If you register a company or taxable business place, Taiwan issues identifiers tied to Uniform Invoice and business tax registration. Those belong to the enterprise track and do not replace the personal Taxpayer ID on your ARC. Freelancers often hold both: the ARC number for individual returns, and a separate business path if they invoice locally. Do not paste a company Uniform Invoice number into an individual eTax login.
Finish immigration first, then bank and tax steps in that order.
Common misconceptions
"I need a separate tax office appointment just to create a Taiwan tax ID after my ARC arrives." For ordinary residents, the number is already on the ARC; the next step is withholding and filing, not inventing a new code.
"My home-country tax ID works for Taiwan payroll." Domestic Taiwan payers and the National Taxation Bureau want the Taiwan uniform ID on the ARC or NIA record.
"A company Uniform Invoice number is the same as my personal tax ID." It is a business registration identifier, not the personal Taxpayer ID printed for individuals.
Summary
Treat the number on your ARC or Gold Card as your Taiwan personal tax ID, let employers withhold against it, and file with the National Taxation Bureau that covers your ARC address. Apply at the NIA for a Record of Identification Number only when you need an ID string before residence is issued. Keep business Uniform Invoice numbers on a separate track. Confirm live filing windows and login methods on etax.nat.gov.tw before May each year. This is general guidance, not tax advice.
