How do you get a SNILS in Russia in 2026?

Foreign citizens and stateless persons usually register personally at any SFR client service office or through an MFC (многофункциональный центр, multifunctional public-services centre), or they let an employer file as the insurer. Bring a passport or other identity document accepted under Russian rules. If that document is in a foreign language, SFR guidance expects a notarised Russian translation.

You complete the registration questionnaire used for personalised accounting (the ADV-1 style form family under current SFR orders). Keep the Cyrillic spelling of your name identical to the translation your bank and MVD (Ministry of Internal Affairs) files will use. A mismatch between SNILS, INN, and passport transliteration is a common payroll and Gosuslugi failure in Moscow and Saint Petersburg.

SFR offices often issue the registration notification the same visit when papers are complete. MFC processing can take longer because the centre forwards the file. If you already worked in Russia, ask payroll whether a SNILS already exists before you open a duplicate record.

Payroll and social contributions almost always need the number. A verified Gosuslugi account often expects SNILS among identity attributes, which then speeds appointments and extracts. SNILS does not replace the residence path. You still file RVP or VNZh through the MVD when that is your goal: Apply for a residence permit. Address registration remains a separate host filing: Register your address. Put SNILS early in the post-move paperwork sequence so later steps do not stall on missing identifiers.
