Dutch inburgering is a timed government programme for people who must learn language and society rules under an obligation letter. It is not the same thing as casually joining a Saturday Dutch class in De Pijp.
Who receives an obligation?
DUO (Education Executive Agency) sends the civic integration obligation letter after you have a BSN, a residence permit, and a municipal registration, which can take several weeks after those pieces exist: Register your address and Apply for a residence permit. If your obligation began on or after 1 January 2022, Wet inburgering 2021 usually applies. The municipality runs a broad intake and writes a PIP that sets your learning track and exams. Older cases may still follow Wet inburgering 2013 rules. EU, EEA, and Swiss free-movement residents normally do not receive this obligation; many highly skilled or other exempt permits also sit outside it. How does this differ from IND and from Dutch classes?
The IND can require a civic integration diploma for permanent residence or naturalisation even when a separate inburgeringsplicht story applies. Passing exams helps both tracks, but the desks differ. English gets you far in Randstad offices, yet exam Dutch is a different bar: English in the Netherlands.

Assuming every foreign resident must inburgeren fails. Obligation depends on permit type and DUO’s letter.
