Japan does not issue one document that updates immigration, municipal records, health insurance, banks, phones, and traffic together. Build a folder where passport name, residence card details, Japanese address, and phone number match, then work the chain in order. Japanese-only counters are common: bureaucracy without Japanese.
Which immigration and city records come first?
Confirm you hold the correct status of residence for what you will do. A Temporary Visitor or visa-waiver entry is not a long-stay work or study plan.
Receive or collect the residence card for mid-to-long-term stays. Many people get it at major airports; others receive it by mail after municipal filing.
File the moving-in notification at the city, ward, or town office for your real address within 14 days of settling: register address. That step unlocks My Number assignment and many later counters. Keep the lease and occupancy evidence ready.
Which steps unlock My Number, health, money, phone, and driving?
After resident registration, the municipality assigns your 12-digit My Number. The optional My Number Card is a separate application: set up My Number.
Eligible residents enter Employees' Health Insurance through work or National Health Insurance at the municipal office, often with National Pension beside it: choose health insurance. Keep private cover active until public enrolment is real.
Open a Japanese bank account when the branch accepts your identity and purpose pack: open a bank account. A real-name Japanese mobile line usually needs the residence card and matching spelling: get a mobile phone.
If you will drive, check National Police Agency and prefectural licence-centre rules early. Reciprocal-country exchanges differ from International Driving Permit short use: convert a driving licence. Moving with a dog or cat is a separate Animal Quarantine Service file that often needs months of advance planning: bring pets.
Common misconceptions
The residence card does not automatically enroll you in National Health Insurance, open a bank account, or transfer a foreign licence. Each office still runs its own checklist.
Reporting a lease to your landlord also does not replace the municipal moving-in notification. Missed address deadlines can create fines separate from housing disputes.
Summary
Treat Japanese post-move paperwork as a sequence: correct status, residence card, municipal address and My Number, then health insurance, banking, phone, and driving. Match every form to the same Japanese address and romanised name, and use the city office or Immigration Services Agency when the next step is unclear.
