We filter to European countries in our geographic model (Western, Southern, Northern, and Eastern Europe buckets, plus cross-listed peers such as Turkey), then average healthcare, safety, and cost of living with equal weight. Higher combined scores rank higher. The order below is generated at build time from our latest editorial model.
What this does not measure: Pension taxes, private insurance gaps, visa eligibility for your passport, or how one city feels after winter. This is a shortlist tool, not retirement advice.
