An approval letter is not the finish line. MOM (Ministry of Manpower, the work-pass authority) first grants an IPA (In-Principle Approval, the conditional approval letter issued before final pass issuance). After arrival, the employer or appointed employment agent must turn that approval into an issued pass.
What must happen before the employer issues the pass?
The route depends on the approved pass. An Employment Pass is a work pass for qualifying foreign professionals. Its holder must be in Singapore, and the employer or agent issues it within the IPA validity period with the passport, local contact and residential details, arrival evidence, and any medical declaration or examination required by the IPA. The current issuance fee is S$225.
An S Pass is a work pass for qualifying skilled employees. Its issuance file also includes medical-insurance details, any completed medical examination, work-injury insurance, and a Primary Care Plan (an employer-bought healthcare plan for eligible migrant workers) when MOM requires one. The current issuance fee is S$100. Housing must meet MOM rules before issuance.
A Dependant's Pass is a stay pass for eligible family members of certain work-pass holders. The sponsoring employer or agent issues it only after the dependant is in Singapore. The current issuance fee is S$225, plus S$30 if a Multiple Journey Visa is required. A dependant route does not grant the same work rights as an Employment Pass or S Pass.
Most arriving travellers must also submit the ICA (Immigration & Checkpoints Authority, the border and immigration agency) SG Arrival Card within three days before arrival, including arrival day. It is a free arrival and health declaration, not a visa or work pass.
When do the digital pass and physical card arrive?
Successful issuance creates a notification letter valid for one month. It records whether you must attend fingerprint and photo registration, and lets the holder follow the stated temporary work, stay and travel conditions while waiting for the card. Do not treat the earlier IPA as that issued status.
If instructed, book MOM registration and attend within two weeks after issuance with the original passport, appointment letter, notification letter and the required phone setup. MOM may verify documents even when biometrics are not required. The physical card is delivered to the declared address within five working days after registration or document verification. An authorised recipient must show the identity evidence MOM lists.
The FIN (Foreign Identification Number, the personal identifier assigned to eligible foreign pass holders) appears in the pass record. SGWorkPass (MOM's app for checking digital work-pass details) can show the digital pass on the day of card registration. The digital pass and physical card coexist. Use SGWorkPass to check validity and review the name, pass type, FIN, employer, occupation and expiry where those fields apply; a service provider can scan the QR code on either pass.
Which later changes require action?
For an Employment Pass, either the holder or employer must update a residential address or mobile number within five days through the MOM route. Passport number and expiry can be updated immediately in EP eService. A legal name change needs supporting documents, while an occupation change needs MOM review.
An Employment Pass or S Pass belongs to the approved employer and role conditions. A new employer must obtain a new pass; the card does not transfer or permit unrestricted work. Dependant, S Pass and other MOM routes have their own update and cancellation steps, so use the page for the exact pass instead of copying the Employment Pass deadline.
Common misconceptions
An IPA is conditional approval, not the final pass and not a promise that work can always start immediately. A physical card delay also does not mean the digital pass is invalid: SGWorkPass shows current MOM status, while a cancelled or expired pass appears invalid even if an old card remains in your wallet.
