Lithuania’s paperwork promise is digital, but only after you hold a real identity tool. The asmens kodas is the number; Smart-ID is the key many movers use to sign and log in on epaslaugos.lt, Sodra and bank apps.
How do you get a full-access account?
Finish residence status and asmens kodas first. Download the Smart-ID app, choose Lithuania, and pick a registration method Smart-ID lists for residents: biometric passport or ID-card flows where available, existing qualified eID tools, or a branch visit at SEB, Swedbank or Luminor. Bank staff verify you in person when remote options fail.
Open a Lithuanian bank account in parallel; many verification paths assume a banking relationship. Keep PIN1 (login) and PIN2 (signature) memorised and never share them on phone calls. Sequence the wider stack in Paperwork after moving and declare your address so municipal e-services know where you live.
How do digital logins work day to day?
epaslaugos.lt and many state systems accept full-access Smart-ID, Mobile-ID where issued, chip ID cards, and major Lithuanian online-banking authentication. Use Smart-ID for Sodra contribution views, VMI tax steps and some seniūnija forms. A local mobile number still matters for OTPs and recovery SMS.
Smart-ID Basic is a limited account aimed at bank logins only. If the app shows Basic, upgrade to full access before you assume every government button will work: Bureaucracy without Lithuanian. PSD and clinic portals become easier once cover and Smart-ID both exist: Enrol in public healthcare.
Common misconceptions
Assuming any Smart-ID account equals e-government access fails. Basic stops at banking; full access is the state-services tool.
Assuming a foreign passport alone registers full Smart-ID without an asmens kodas also fails. The Lithuanian personal code is the registration backbone.
Summary
Get an asmens kodas, open a bank path, then register full-access Smart-ID through biometrics or a SEB, Swedbank or Luminor branch. Treat Basic as a temporary bridge, not the final digital ID.
