Where and when do you apply?
mitos.gov.gr states that Union citizens who will reside more than three months must appear after that three-month mark at the competent police authority for their home address. In Attica and Thessaloniki that often means Immigration / Aliens Departments; elsewhere, Security Sub-Directorates or police units that handle foreigners take the file. The service is in person, not a fully digital gov.gr form.
Bring a photocopy of a valid passport or national ID, three colour 4x4 cm photographs, proof of Greek address, and evidence of employment or independent economic activity when you file under the employee/self-employed procedure. Pay the Hellenic Police stamp via e-paravolo (code listed on the official procedure page; the published fee is a small fixed stamp amount). Inactive, student, and family routes use related but separate evidence lists; ask the desk which basis matches your life.
How does this sit beside AFM, AMKA, and health?
Most people collect an AFM first so leases and tax tools work. Address proof must show the Attica or regional jurisdiction of the police desk you book. AMKA and public healthcare enrolment usually follow once tax ID and stay basis are clear. Banks still run their own KYC: Open a bank account.
Third-country partners and other non-EU household members generally need Migration Ministry titles, not this certificate: Apply for a residence permit.
What evidence usually works for workers?
Employment confirmation, ERGANI extracts, or tax-office start-of-activity documents are typical work proofs listed on the official procedure. Address can be a lease, title, utility bill, or other official document showing the Greek residence. Keep originals and photocopies. Greek or bilingual packs move faster than untranslated stacks.
Common misconceptions
The EU registration certificate is not optional marketing. Official guidance treats post-three-month registration as an obligation for qualifying stays.
It is also not a Greek ID card that replaces your passport at every counter. Carry both when desks ask for identity and residence proof.
