Germany welcomes dogs into much of ordinary life, but friendliness does not mean few rules. The exact duties change between federal states, municipalities, transport operators, landlords, and protected natural areas.
What paperwork does a dog owner need?
Register for Hundesteuer, the municipal dog tax, after moving or acquiring a dog. The deadline, rate, office, exemptions, and proof differ by municipality.
Some states require dog liability insurance, microchip registration, or proof that the owner understands safe handling. Lower Saxony has a competence requirement for many owners, while North Rhine-Westphalia applies extra rules to certain large dogs.
Ask the city and state authority about your dog, not only the breed name. A Listenhund is a dog placed on a state restricted list, and requirements can include permission, a temperament test, leash, muzzle, insurance, or a higher tax.
Can you bring every breed?
Germany restricts the import of Pit Bull Terriers, American Staffordshire Terriers, Staffordshire Bull Terriers, Bull Terriers, and their crosses, subject to limited legal exceptions.
State rules can cover additional breeds after entry. Check German Customs, the destination state's dog law, and the municipality before booking travel.
International arrivals must also follow animal-health requirements for identification, rabies vaccination, and travel documents. The route differs depending on the origin country.
Where can dogs go?
Small dogs in a suitable carrier travel free on Deutsche Bahn. A larger dog usually needs the specified dog fare and must be leashed and muzzled. Assistance dogs have separate protections.
Local underground metro, suburban rail, tram, and bus rules differ, so check the operator. Restaurants and cafés decide whether ordinary pets enter; food shops usually do not allow them.
Leash rules change by city, park, season, wildlife area, and dog classification. Berlin has designated exercise areas, while forests and nature reserves can impose extra seasonal controls.
What about renting?
Do not assume a pet-friendly country guarantees a pet-friendly flat. Read the lease, disclose the dog, and obtain written consent where required.
A quiet older dog may be easier to place than a large or restricted dog in a small apartment. Nearby exercise space and lift access matter as much as the district name.
Common misconceptions
There is no single German dog licence that settles every local rule.
A dog being allowed on one train does not mean it can travel without a ticket, leash, or muzzle.
Summary
Germany supports an active life with dogs, but owners must plan carefully.
Verify import eligibility, state duties, municipal tax, housing permission, insurance, transport rules, and the nearest legal off-leash space before choosing a home.
