An Egyptian mobile number is a key for one-time passwords. Banks and many delivery apps expect a local line, and opening a bank account often stalls without one. The first legal line is a shop visit in your own name, not a street stall SIM already registered to someone else.
What do you take to the counter?
Go to a branded Vodafone, Orange, e&, or WE store in Cairo, Alexandria, or the city where you will stay. Cairo International (CAI) and other large airports sometimes keep operator counters in arrivals, but hours change and a closed desk means a city branch in Maadi, Zamalek, or Mohandessin. Take your physical passport and the document that shows your permitted stay: visa sticker, e-visa printout, or residence evidence. National Telecom Regulatory Authority rules for foreign customers expect an in-person contract, copies of those documents, and a signature. Staff will not treat a passport photo on your phone as enough.
Ask which tourist pack is on sale that day. Vodafone markets a Tourist Line through airport and retail branches. e& publishes Traveler prepaid tiers that combine data with local and international minutes; prices and allowances change, so confirm the full first payment at the desk. Orange and WE also sell visitor and prepaid options, but English package tables are thinner online, so treat the branch quote as the source of truth. Stay until the SIM places a call or loads data before you leave.
English works at many branded counters in Cairo and tourist cities, yet forms and SMS may still arrive in Arabic. If paperwork stalls, the same pattern shows up in bureaucracy without Arabic.
Prepaid first, longer plans later
Start on prepaid. Top up with operator apps, recharge cards, or branch credit in Egyptian pounds. Visitor lines are tied to the stay window the shop copied. Ask how long the pack stays active and renew only through the same operator. A line registered to you can be recharged. A line registered to a stranger cannot.
Local eSIM products from the four operators exist after NTRA enabled eSIM in the market, but first-time visitors still usually complete identity checks at a store. Do not assume an airport eSIM desk replaces passport registration. Home broadband and metro cards are separate contracts; compare them with utilities, internet, and transport after the phone line exists.
Handset import rules are separate from SIM registration. A short tourist visit and a long residence path can treat an imported phone differently, so check current NTRA device guidance if you plan to stay beyond a short trip: Apply for a residence permit.
What works before the store opens?
Landing late, or landing when the arrivals counter is shut, leaves you without an Egyptian number for the ride into the city. If you want data before an Egyptian prepaid SIM is registered, an eSIM for the first days covers the airport and the trip to a branded store.
That travel eSIM is not your Egyptian mobile number. It will not receive the bank texts that expect a local line. Use it until the store finishes registration, then keep the Egyptian SIM in the phone. Where you sleep while you finish the shop visit still matters for address proof later: How to rent a home and Where to live in Egypt.
Common misconceptions
One misconception is that any kiosk in arrivals can legally register a SIM to your passport. Use a branded Vodafone, Orange, e&, or WE counter, and refuse a SIM that is already active in another name.
Another is that a foreign roaming SIM is enough for Egyptian banking. Branches still ask for a local number for OTPs, and many apps reject foreign MSISDNs for signup.
Summary
Get a prepaid SIM in your own name at a branded store, with your passport, stay document, and a signed contract.
Use a travel eSIM only for the hours before that shop visit. Keep the Egyptian number for bank texts, and move to a longer plan after your address and residence path are clearer.
