How to get temporary residence in Azerbaijan by buying property

Buy and register qualifying real estate, gather migration and health documents, then apply to the State Migration Service before your lawful stay expires.

Before you start

  • Value is tested on registered ownership, not a verbal price

Your title and purchase documents must show the property meets the AZN 100,000 floor. Pre-sale promises or unfinished projects may not count until registration is complete.

  • Apply before your legal stay runs out

If you are already in Azerbaijan, file at least 30 days before your current permitted stay ends. Overstaying can block approval and trigger fines.

Property residence does not automatically grant the right to work locally. Check work permit rules separately.

The property route requires registered ownership worth at least AZN 100,000. Bank deposits and state securities use separate but similar thresholds under the Migration Code. Permanent residence through real estate usually needs AZN 200,000 after lawful temporary stay.

ASAN Service centres, the migration portal, and in-person submissions can differ by city. Confirm the channel and document list for your case before you wire purchase money.

  1. 1

    Confirm nationality and entry status

Check visa or visa-free rules for your passport and plan enough lawful stay time to complete the purchase and migration filing.

  2. 2

    Choose qualifying property

Shortlist residential or commercial units that meet the AZN 100,000 minimum and can be registered to foreign owners under current land rules.

  3. 3

    Run title and seller checks

Verify ownership history, encumbrances, developer status, and whether the address can support your residence application.

  4. 4

    Complete purchase and state registration

Sign the deal, pay taxes and fees, and register ownership with state authorities so you hold a clean title in your name.

  5. 5

    Prepare source-of-funds proof

Compile bank statements and transfer records showing where purchase money came from, as migration may ask about legality of funds.

  6. 6

    Get medical and civil documents

Obtain the medical certificate, criminal record papers, passport translations, and photos listed for temporary residence applications.

  7. 7

    Confirm address and housing proof

Provide ownership documents or, where allowed, a rental agreement plus property provider ID copies that match migration requirements.

  8. 8

Submit to the State Migration Service

File online or at ASAN Service with the application form, title proof, fees, and supporting papers. Keep every receipt.

  9. 9

    Collect your temporary residence card

After approval, finish biometrics and pick up your temporary residence card (TRC). Check names, dates, and property basis on the card.

  10. 10

Renew while you still own the property

Apply to extend before expiry, usually at least 30 days ahead, with proof you still own qualifying property and meet health and address rules.

This is general information, not legal advice. Azerbaijani migration and property rules change. Confirm requirements with the State Migration Service and a local lawyer before you buy or transfer funds.

Citizenship & nationality

Azerbaijan’s Migration Code treats qualifying property ownership as an investment in the national economy. Most nationalities can apply once title is registered, but entry visa rules and source-of-funds checks still vary by passport.

  • Article 45.0.3 allows temporary residence when you own real estate worth at least AZN 100,000 on Azerbaijani territory.
  • The first permit is typically issued for up to one year. Extensions can run up to two years at a time if you keep qualifying ownership.
  • Permanent residence through real estate generally requires AZN 200,000 in property after lawful temporary stay, under separate migration rules.
  • Bank deposits and state securities at AZN 100,000 follow parallel investor routes with their own renewal rules.
  • Apply at least 30 days before your current lawful stay expires if you are already inside Azerbaijan.

Confirm live document lists with the State Migration Service or ASAN Service before you sign a purchase contract.

What our quiz assumes

Open to most nationalities in our quiz

We do not list passport exclusions for this route yet. Always check official rules for your country.

Best for

  • People planning to stay several years with a clear residence record

Long-term path

  • Permanent residence: Yes
  • Citizenship: Possible, but depends on your case

Temporary cards renew while investment grounds remain valid. Permanent residence and later naturalization need higher thresholds and continuous lawful stay under migration law.

Practical difficulty

medium

Rough guide only. Your case depends on papers, timing, and rule changes.

Medium mainly because of title diligence, source-of-funds questions, and timing the application before stay expiry, not because of a points test.

Note

Working for an Azerbaijani employer requires a separate work permit. Property-based temporary residence alone does not authorize local employment.
