Vietnam's regulated electricity rate is only the start of the bill. Air-conditioning hours, landlord metering, water and wastewater, phí quản lý (building management fee), parking, and the transport needed from that building decide the household total.
How should you read electricity, water, and building bills?
Vietnam Electricity's household tariff effective 10 May 2025 has six tiers before value-added tax: VND 1,984 per kilowatt-hour for the first 50 units, rising to VND 3,460 above 400. A kilowatt-hour is the unit shown on the meter. The regulated schedule is not the final bill because tax and total consumption still apply.
A smaller air-conditioned apartment can test VND 700,000-2.5 million monthly for electricity in July 2026. A family home, old compressor, west-facing glass, or near-continuous cooling can exceed VND 4 million. Hanoi adds electric heating or dehumidifying in cool, damp periods, while Ho Chi Minh City and Da Nang have longer cooling seasons.
Ask for a direct utility bill and photograph the meter. For short leases where a landlord cannot declare all users, the official tariff permits all measured use to be charged at the third household tier. A flat landlord rate or bundled bill therefore needs contract evidence rather than an assumption that it equals the regulated tier.
Water is city and supplier specific. Hanoi Water Company No. 2 lists VND 9,900 per cubic metre for an ordinary household's first 10 cubic metres under the 2026 schedule, before tax and wastewater charges. In Ho Chi Minh City, the bill adds drainage and wastewater service to clean water. Apartment garbage, parking, pool, lift, and management charges may appear separately.
What should fibre and mobile service cost?
VNPT's Home 1 page checked in July 2026 lists 300 megabits-per-second fibre at VND 220,000 monthly in inner Hanoi and Ho Chi Minh City or VND 180,000 elsewhere, including value-added tax. It also lists a VND 300,000 new-connection fee. FPT's current location-dependent home plans show roughly VND 190,000-355,000 monthly before optional television, camera, or security bundles.
Building access can limit provider choice even when Viettel, VNPT, or FPT serves the street. Ask which operator reaches the exact apartment, whether the router is included, and whether advance payment is required. A July 2026 mobile-data planning range of VND 70,000-200,000 per person covers many mainstream monthly offers, but eligibility and included data vary by subscriber.
Remote workers should test the actual room and keep a second mobile network. A listed 300-megabit plan does not guarantee good Wi-Fi through concrete walls, backup power during an outage, or quick access for a technician in a narrow hẻm (small urban lane).
How much does movement add?
Ho Chi Minh City Metro Line 1 charges VND 6,000-19,000 cashless per single trip and VND 300,000 for an ordinary monthly pass. Hanoi's Cát Linh-Hà Đông and elevated Nhổn-Cầu Giấy services charge VND 9,000-19,000 in cash per trip, with a VND 280,000 ordinary monthly pass under fares effective August 2025.
Buses and rail can keep routine transport near VND 300,000-1 million per adult. Grab, a ride-hailing app, can move the total to VND 2-5 million when used twice daily, especially during rain or for cross-city trips. A motorbike budget needs purchase or rent, fuel, secure parking, servicing, tyres, a safe helmet, lawful licence status, and insurance, not fuel alone.
Airport and intercity travel belong outside the commute line. Tân Sơn Nhất sits inside Ho Chi Minh City's road network, Nội Bài is north of central Hanoi, Da Nang airport is close to the city, and Cam Ranh is a substantial transfer from Nha Trang. Domestic flights, trains, coaches, tolls, and airport rides can distort a month with otherwise low local transport.
Common misconceptions
A VND 1,984 electricity tier does not mean every tenant pays that rate. Higher consumption tiers, tax, landlord arrangements, old air conditioners, and building fees explain why the billed total can be several million VND.
Summary
Use VND 1.5-4 million for a smaller household's utilities, fibre, mobile service, and ordinary building charges, then model cooling and management separately. Verify the meter, bill, supplier, and provider access before signing.
Build transport from repeated routes. A metro-linked home can stay below VND 1 million per adult, while daily Grab use, a motorbike, airport transfers, or a car creates a different Vietnam budget.
