A UK mortgage valuation protects the lender, not your repair budget. Movers buying in England, Wales, or Northern Ireland should order their own RICS survey. Scotland already puts a seller-paid Home Report on most marketed homes before you even view.
Which RICS survey level fits?
The Royal Institution of Chartered Surveyors (RICS) Home Survey Standard uses three levels. Level 1 is a basic visual condition overview suited to modern, conventional homes. Level 2 (survey only, or survey and valuation) is the common mid-market choice many agents still label a Homebuyer-style report: broader defect advice without opening every floorboard. Level 3 is the detailed building survey for older, altered, thatched, or renovation stock, including advice on the energy performance certificate (EPC) improvement list.
Ask the surveyor about damp in Victorian terraces, loft conversions, cavity-wall insulation, and leasehold shared roofs before you chase stamp duty maths: Can foreigners buy property. Freehold versus leasehold and service-charge risk sit beside the bricks: Freehold vs leasehold. Financing conditions should leave room to renegotiate after the report: Foreigner mortgage.
What about Scotland’s Home Report and careful renters?
For most Scottish residential sales marketed to the public, the seller must commission a Home Report: a Single Survey with valuation (treated as a Level 2-equivalent inspection), an energy report or EPC, and a property questionnaire. mygov.scot lists limited exemptions such as some new-builds and seasonal holiday homes. Buyers can still instruct a further survey if the Single Survey flags movement, roof issues, or limited access.
An EPC is not a structural survey. It rates energy performance for sales and many lettings across the UK nations; use it for heating bills, not for hidden joists. Renters rarely fund a Level 3 report, but they should still demand the EPC, gas and electrical safety paperwork, and a ruthless viewing: heating, damp, windows, water pressure, and mobile signal: How to rent a home and Tenant rights.
Common misconceptions
Assuming the bank’s valuation is your building survey fails. It mainly checks collateral value for the lender.
Assuming Scotland’s Home Report means you never need a second opinion also fails. Complex tenements and limited inspections still justify a Level 3 upgrade.
Summary
Budget a RICS Level 2 or 3 survey for most purchases in England, Wales, and Northern Ireland, and read Scotland’s Home Report before you bid. Treat the EPC as energy data only, and give renters a certificate-plus-viewing checklist instead of a full buyer survey.
