Tenant rights in Japan turn on which lease product you signed, not on a generic “renter card.” Ordinary leases and fixed-term leases behave differently at renewal and exit. Start with the contract type, then the money clauses in rental contracts and deposits.
Which protections apply to ordinary versus fixed-term leases?
Under the Act on Land and Building Leases, ordinary residential tenancies give tenants strong continuity: landlords who want you gone usually need just cause and statutory notice patterns rather than ending the contract because a new tenant will pay more. Fixed-term leases (teiki shakuya) are different. They end on the written date unless both parties agree to a new term, which is why agents push them for some foreigner-friendly stock. Confirm the label before you assume automatic renewal rights.
Read every Japanese and bilingual page carefully. Important-matter explanations (jukoyo jiko setsumei) should cover money, renewal, and exit rules; ask questions before you stamp the seal or sign: How to rent a home.
How do deposits, restoration, and disputes work?
Shikikin is a refundable deposit, but move-out cleaning and repair claims can shrink the refund. MLIT’s restoration guideline separates ordinary wear from tenant damage; photograph the empty unit at move-in and move-out. Guarantor companies and fire insurance clauses do not replace your deposit rights: Renters insurance.
If a landlord refuses a fair refund or tries an unjustified increase, consumer hotline 188 and local international centres can point you to mediation paths. Scam “agents” who demand cash without a proper viewing are a different problem: Avoid rental scams. Address registration after move-in still sits with ward office rules: Register address.
Rent increase fights overlap rent control more than US percentage caps. Guarantor alternatives sit in Rent without a guarantor.
Common misconceptions
Assuming every lease auto-renews forever fails. Fixed-term contracts expire on the date written.
Assuming key money (reikin) is illegal also fails. It is a common non-refundable charge, not a deposit refund dispute.
Summary
Know whether you hold an ordinary or fixed-term lease, keep restoration evidence, and challenge unjustified exit or increase moves through documented channels. Rights follow the statute and the paper you signed, not InterNations folklore.
